Well, the ointment itself is actually designed for hospital use for rashes and burns, but after a while, it finally started to catch on in the general market.

When your child has a stubborn diaper rash and Desitin or Balmex don't work, I would suggest using approximately a pea-sided amount on the irritated area. Usually within 1-3 diaper changes, the rash is gone. It's about $9/bottle, but it's well worth it. My wife used it when my 3 year old stepdaughter was an infant. I didn't really believe her at first, but when my son was born, he happened to have the same sensitive skin that I have. When his first diaper rash came along, it nearly went to his back, so at my wife's suggestion, I used some. Within 2 diapers, the rash was completely gone. It's kind of a last defense thing due to the price, but if Desitin or any other diaper rash cream isn't cutting it, I would highly recommend this. It's only sold online, but you should be able hunt it down on a search enginge. Search for "Nursing Care Ointment".
